Developed as one of the three projects in the ICBC-CITIC-Angola Portfolio (alongside Kilamba and Futungo). The original plan is to have infrastructure built alongside with the buildings. However, the infrastructure construction is lagging behind, leaving most of the units in the development unlivable. Buildings were completed in 2013 and went on the market for a short period. During this time, complaints of the lack of basic amenities surrounded the project, and the project was subsequently taken off the market due to bad reputation. Just recently in January of 2018 is the drainage going to be completed. This has left the project empty for many years, and at the end of 2017 the project is finally put on the market again ready to be sold. Many people are waiting for the project to be completed and is anxious towards the announcement as the other centralities has contributed to diminished confidence for these developments.
While many other centralities are also constructed based on the credit line agreement with China, Zango 8000 is one of the three projects that were confirmed to have been constructed entirely by Chinese company CITIC. These three projects are often much larger than the locally planned centralities, and features bigger development plans. The buildings for Zango 8000 is constructed in a very short amount of time, in around 20 months, similar to Kilamba. However, infrastructure construction has dragged the completion date behind.
