The project was initially conceived to accommodate more than 66,000 inhabitants and 11,000 units; however, this vision was determined to be unrealistic due to budgeting, and the project was subsequently revised to house only 48,000 inhabitants with 8,000 units. The project features single story housing in the center with multi-story low-rises on the perimeter. Centralidade da Quilemba was announced complete and ready for sale in the summer of 2017, yet only temporary roads connect the new centrality to the nearby urban areas. Currently, one can only travel to Centralidade da Quilemba by car, and no public transportation is available.
Construction is planned for connecting roads in early 2018 (Ministry of Urbanism and Housing is responsible for constructing any
infrastructure outside of the project zone) Finishing touches are also still reported to be underway on the public programs of the project (such as schools, health centers, sport courts etc.)
Angola is undergoing a building boom ever since 2010. After signing a long term contract with CITIC (China International Trust Investment Corporation), Angola has employed many Chinese construction companies on its soil to facilitate this rapid urban development. These houses are a part of the initiative launched by the Angolan government to provide housing for the poor. Heavily subsidized by the government, these apartments are sold at an incredibly low price to those within a certain income range. This project learned largely from the failed Kilamba project few years ago, where the housing prices were allowed to be kept at market price and subsequently stayed empty for a number of years due to its unaffordability. Even though Quilemba has been completed for quite some time, the project is part of the collective centralities where the Angolan government decided let sit empty until all construction in the other centralities and surrounding infrastructure have been completed. Currently, the project is scheduled to be receiving residents in August of 2018.
